EOHR calls for the Prosecutor General to reopen the investigations into the torture of Talaat Muhamed Sayyid
EOHR presented a report on 22nd of July 2004 to the prosecutor general Judge/Maher Abdel Wahed requesting a reinvestigation into the torture of Talaat Mohamed Sayyid by officers based at al Haram police station. In response to EOHR's report the Prosecutor General carried out an investigation and heard Talaat's testimony. Talaat stated that on the 3rd of March 2004 he was arrested by investigations officers from al Haram police station while he was at work in Cairo-Alexandria desert road. Talaat was beaten and hung from a door before being taken to al Haram police station where he was accused of possessing weapons. The Prosecutor General ordered that he be examined by a forensic doctor whose report confirmed that the injuries could be a result of the torture mentioned in the report. However, the Prosecutor General did not however summon any of the officers from al Haram police station for investigation, stating that Talaat in his testimony was unable to name those who tortured him. The Prosecutor General transferred the case to South Giza's Attorney General, who ordered that the case to be adjourned. .
In response, EOHR presented its report to the Prosecutor General on the basis of the Article 197 of the Criminal Procedures Code, which gives the right to the Prosecutor General to reopen cases which have been adjourned. EOHR also presented a copy of the report to the National Council for Human Rights, and hopes that the Council will look into the case as contribution to putting an end to torture. .
