EOHR holds election monitoring training courses in 19 governorates

Election monitoring training sessions were held by the Egyptian Organization for Human Rights (EOHR) in four Egyptian governorates, Alexandria, Beheira, Fayyoum and Beni Suef on Wednesday 24th August 2005. EOHR Secretary General said that the aim of the training sessions is to ensure free and fair elections which run smoothly.

Entitled "Realising Political Participation," EOHR training sessions will be held in a total of 19 governorates (Cairo, Qalyoubiyya, Giza, Menoufiyya, Fayyoum, Beni Suef, Alexandria, Beheira, Ismailiyya, Sharqiyya, Port Said, Damietta, Arish, Qena, Sohag, Aswan, Minya and Assiut). The training sessions began on the 20th August 2005 and will continue until the 2nd September.

The training sessions will cover the definition of election monitoring (its essence and legitimacy), the role of monitors in monitoring voter registration and voter consciousness-raising efforts, the role of monitors in monitoring the environment inside and outside polling stations, the voting and vote counting processes, monitoring, interviewing and information gathering skills connected with incidents of people being stopped and held in arbitrary detention, torture victims, violence against women and the role of monitors in following election campaigns, peaceful assemblies, violations of the right to freedom of opinion and expression and incidents of bribery.

EOHR has put together three election monitoring guides. The first one deals with election monitoring planning and how EOHR identifies needs and evaluates the nature of problems connected with monitoring and the external environment governing the election process.

The second guide is a practical guide to election monitoring. Its methodology is based on posing specific questions and explaining their answers as well as familiarity with election nomination procedures under the Egyptian electoral system. It also describes practical election monitoring and human rights violations skills.

The third guide is a compendium of the legal documents governing the electoral process in Egypt. It also contains international and regional standards for free and fair elections. EOHR will distribute these guides to monitors.
