The second report of the Egyptian Organization for Human Rights (EOHR) monitors many violations in 19 governorates, selected by field work supervisors, these violations are:

1) Workers from Military Production Ministry (Helwan District) were transferred to polling stations to vote for National Democratic Party (NDP)'s candidate, by the public transport's buses which carries the sign of (Egyptian Company for Coke) to vote for NDP's candidate in Shebeen Al-Qanater Circle, Fact-Finding mission asked them if they were subjected to any violations, the majority denied, and they said 'we vote for the president in any place, we voted in Helwan and will vote also in Al-Qanater, while others smiled and said:" you know the game of course"'. Al-Gamal secondary school for girls (Tora district) witnessed many voters, in which, buses of Wheat and Sugar Company carries bill board (10727), and Tora Cement Company's bill board (12279) transferred the workers to the polling station, they voted for NDP's candidate without checking their register name.
The same scenario happened in Martyr Mohamed Farid School's polling station (Helwan Circle), in which, workers of Helwan companies were transferred to vote for NDP's candidate also. In Bany Osman polling station, Senoras Circle (Fayoum Governorate), public transport buses carries bill boards (152 Al-Fayoum, 48 Al-Fayoum, 714/21) transferred workers to vote for the NDP candidate.
2) EOHR received a complaint on 7/9/2005, (day of the election) from three women, states that Dr. Eman Beibars, Head of Women's Development Association, took their polling cards- since July - to give a hand to re-build their houses and employ their sons. The women are Rahma Mahmoud Ali (54), Masouda Mahmoud Ali (50), and Shadia Mahmoud Ragab (38), they are located in Al-Bahr Al-Ahzam street (Ancient Egypt), accordingly, EOHR registered a record no 6958 [2005, (administrative) in Old Cairo police station.
3) Electoral propaganda for NDP's candidate was held near the polling stations, people assembled in an area near the National School polling station's gate (Dokki and Agouza district), which is considered a violation to Presidential Elections law's provisions which state that propagating must be done 25 meters far from the polling committee.
4) Electoral propaganda for NDP's candidate was held inside polling stations, accordingly, supervisors found out bills for NDP's candidate singed by Teacher's Syndicate inside Al-Sharfa Primary School polling station (Bab Al-Shearia) and Al-Aameria Industrial School polling station (Basateen).
5) polling stations of Khalil Agha School (Bab Al-Shearia), Bab Al-Bahr School (Bab Al-Shearia) and Martyr Mohamed Farid School (Helwan) lack any party's representative except NDP's two representatives.
6) Citizens received their voting cards a day before the elections on Tuesday (6/9/2005), in which, the cards were not signed or marked by the Election Committee, but the procedures were done as following 'On Qafr Al-Sheikh Circle, the cards were signed with the NDP's slogan and the voters take their cards from the boxes (marked by the judge), then they gave it to the NDP's representative, in which they took the price of their voting (being bribed), the same scenario was made with many voters who accepted to be bribed to vote.
7) On Al- Omranya and Al-Qanisa circle (Giza Governorate), the electoral lists held repeated registered numbers of voters , names, in which, committee no 15, located in Architectural Industry School (Dar Al-Salam), (Al-Basateen Circle) witnessed these procedures. In which, a citizen called Mostafa kamel was registered by no 379 and another voter called Mohamed Ahmed Khalifa had the same registered number in the voting list of committee no 15/2, on page 110. In addition, names of voters were also repeated in the schedules and some voters voted more than one time in the same committee, this incident happened in Architectural Industry School Committee (Dar Al- Salam).
8) Some Citizens voted with their ID cards and the electoral manual of NDP's candidate.
9) Presenting bribes for the citizens to vote for the sake of the NDP's candidate, in which, Khalil Agha School Committee (Bab Al-Shearia) Circle witnessed distributing voting cards carries the NDP's slogan and underneath it, advertisements on valuable products, in addition, in Al-Sheikh Zayed Circle, (Al-Arish Governorate), a member of People's Assembly bribed the citizens to vote for the NDP's candidate.
10) Al-Wafd representative was transgressed via NDP's representatives in Astanha Secondary School Committee located in Al-Bagour Centre (Al-Monofia Governorate).
