The observation teams from the National Campaign for Monitoring Elections, the Shadow Committee for Monitoring Elections, and the Civil Society Election Monitoring Observatory have witnessed the following violations in voting regularities:
Violence:
The initial day of the parliamentary elections was marked by the use of violence and bullying to coerce voters, both inside and outside of polling stations. In the constituencies of Al Manial and Kasr Al Nil, observers reported forced entry by individuals into polling stations. In addition, violence broke out in the polling stations of Al Sayeda Zainab between supporters of the National Democratic Party and Muslim Brotherhood, causing some voters to decline their right to vote due to fear of injury.
Intensive Security Presence:
Many polling stations, particularly in the Governorate of Giza, experienced an intensive security presence both inside and outside of stations. In Taha Hussein, for example, observers witnessed a state security officer actively urging the public to support the candidate of the ruling N.D.P. party as opposed to the candidate of the Muslim Brotherhood.
Outdated Voter Registration Lists:
The observation teams also noted the continued use of outdated and incomplete registration lists in many of the following polling stations: Manial, Nuzah, Nasr City, and Bab Al She'reya. This resulted in many individuals opting not to vote. Other polling stations failed to have any voter registration lists at all, while clear disparities existed between the voter registration lists of the N.D.P. candidate and those of other parties.
Violation of the Right to Vote:
The 48th polling station of Al Sayeda Zaineb, located in Al Khaidewya School, witnessed the refusal of the right to vote for some individuals by the head of the polling stations. When questioned, officials asserted that these voters were not registered.
The matter escalated to the extent that NDP candidates and their supporters were seen casting fraudulent votes in the polling stations of Ma'adi, and Basatin. In addition, the election supervisors refused to document these violations in their official report.
Voter Coercion:
The observation team witnessed the purchasing of votes by some candidates in Kasr Al Nil, Manial, Rodel Farag, Al Sahel, and in Gamal Abdel Nasser school in Dokki. In one instance, an NDP candidate was observed distributing between LE 20 and LE 100, as well as meals in exchange for their support. One voter in Dokki remarked to observers "whoever gives me money will get my vote".
Misuse of Public Funds:
Observers witnessed the use of public transport by some NDP candidates in order to take their supporters to the polls. This was particularly true with the polling station located in the Gamal Abdel Nasser School (Governorate of Giza), where two buses (Number 3152 and 1328) were used for this purpose.
Disparities between District Supervisors Regarding Independent Election Monitoring
The position of district supervisors towards access of independent election monitoring varied sharply between different polling stations. Monitors were denied entry in Kas al Nil (Al Kawmia Al Moshtarak School Station), Giza (Al Qahirah School Station), Bad Al She'ria (Bab Al Bahr School Station), Al Zaitoun (Al Aziz Bellah School and Saray Al Kobba Station), Zamalek (Station 35) and Helwan (Stations 44, 46, 47). In addition, a monitor was physically assaulted and denied access to Al Saf Station (Giza) when stones were thrown at him by a candidate of the NDP party.
The Absence of Phosphoric Ink
The observers witnessed that some polling stations failed to utilize phosphoric ink on voters who had cast their ballots, specifically, the Um Kalthoum School in Ain Shams.
