2005 Parliamentary Poll Initial Report - Second Stage

The Egyptian Organization for Human Rights' (EOHR) reports -according to the monitoring processes initial indications - declare the violent acts repeated scenario in Governorates (Port Said, Alexandria, Suez, Ismailia and Fayoum), in addition to collective voting processes from outside the electoral constituencies.
The violations monitored in some governorates:
Fayoum Governorate:
1) Violent acts against voters
The third constituency in Fayoum Governorate witnessed fights between National Democratic Party's (NDP) representatives and Muslim Brothers' because an NDP representative pursed the veiled women to reveal their faces to discover their identity, but the veiled women insisted on voting without revealing their face. As a result, security forces spread out tear gas to separate the crowd, which lead to the voters' withdrawal.
2) Citizens vote without checking the rolls
In the third constituency (Fayoum Governorate), head of poll station 67 gave access to the people to vote without checking their names in the roll, using the ID only.
Port Said Governorate:
1) Violent acts
In Constituencies (Port Fouad and Al-Sharq), the representatives of the NDP candidate (Mahmoud Sobh) transgressed against the representatives of the Muslim Brothers candidate (Ahmed Al-Khawlany), the incident happened in Suzan Mubarak School poll stations (7, 8, 10), the violators also damaged the place where the Muslim Brotherhood candidate hold his electoral propaganda, but the head of the poll station neglected the representatives' claim and declared his irresponsibility, though the chaos spread resulting gun shots to separate the crowd.
Moreover, the NDP candidate's (Mahmoud Sobh) representatives gave access only to NDP advocators and prevented the voters of Al-Amal district on Port Fouad from getting into polling stations.
2) Bribes
In Constituencies (Port Fouad and Al-Sharq), Port Said Governorate, the NDP candidate (Mahmoud Sobh) bribed the citizens to vote for his party, he gave for each voter 100 pounds.
Suez Canal Governorate:
1) Collective voting
In Al-Shohadaa (Martyrs) School poll station (2), The NDP candidate 'Ali Soliman' (Syndic professions) gathered workers of the gas corporations and transferred them to poll station (2) to vote for him.
2) Forgery in electoral rolls
In Al-Shohadaa (Martyrs) School poll station (2) held in Suez Canal Governorate, head of poll station (2) added the fourth name (Ahmed) of the voter (Mohamed Hussien Mostafa), whose register number is (111).
3) Violations against voters
Head of poll station (Omar Makram School) prevented the voters to vote in six poll stations from 61 to 67, though the voters were gathered outside the poll station and they left in despair.
4) Violations against some candidates' representatives
Head of poll station 67 (Omar Makram School) prevented Wafaa Ibrahim, the representative of Independent candidate (Mohamed Ibrahim Saleh) from getting inside.
5) Casting ballots instead of voters
Head of poll station (61) voted for the NDP candidate instead of 'Fakhria Hassan Ahmed) whose register number (38009).
Alexandria Governorate:
Closing poll stations and collective voting in Al-Raml Constituency
In Al-Raml Constituency, security forces closed poll stations (Ibn Sina School, Al-Desouqy School, and Al-Mansour Hussien School) at 12 am. After Muslim Brothers representatives' efforts to reopen, violent clashes started between Muslim Brothers and NDP representatives because the NDP's gathered people from Al-Behira Governorate to vote for their candidate. The NDP candidate (Khaled Abu Ismaeel) gathered the villagers of Al-Behira Governorate in Buses (1156 and 6815) Behira, to cast their ballots in Ibn Sina School (Al-Raml Constituency).
Ismailia Governorate:
Violent Acts
In the First Constituency, violent acts took place between representatives of NDP candidate (Ahmed Abu Zeid) and Muslim Brothers candidate (Sabry Khalaf Allah), as a result the Muslim Brotherhood candidate' brother (Abdel Aal Khalaf) was beaten by cold steel and he is held in the hospital in a critical state.
