Statement Two
2005 Parliamentary Elections Third Phase

Still, violence acts persist between Security Forces (SF) and voters at Al-Broulus and Al-Hamoul Constituencies, Kafr Al-Sheik Governorate. News has it that two persons were killed by SF and another Gomaa Saad Al-Zeftawy following gunfire this morning. The Egyptian Organization for Human Rights (EOHR) observers recorded violations during Third Phase. Such as,

1. Balloting Stations Closed Off for Voters
EOHR watchdogs have recorded SF cordoning balloting stations off since morning. Voters were forced to leave without casting their votes at the following Sub-Committees:
(a) Al-Disouqi and Al-Zeeraa Schools, Disouq Constituency, Kafr Al-Sheik;
(b) Meet Salsil at Al-Manzalah Constituency and Nousa Al-Geit at Aga Constituency, Daqahlia;
(c) Al-Goumruk, Al-Maahad Al-Azhari, Abdel Moneim Riyadh, Al-Tugarea, Ezbet Al-Ham Al-Goubashi, Mina Demyatt, Al-Sayalah Schools, First Constituency, Damitta;
(d) Al-Garin School, Abou Hamad Constituency, Sharkya;
(e) Al-Rafl, Second Constituency, Northern Sinai; and
(f) 170 and 171, Minia Downtown, First Constituency, Damitta.

SF presence was dense there. A Mohamed Mohamed Abou Samraa, Sabir Abdel Sadiq's, a Muslim Brotherhood (MB) candidate (Guild), agent. Moreover, SF presence was so dense at Sub-Committee 57 of Abou Baker Al-Sidiq School, Meet Gamr Constituency, and Daqahlia that eleven MB Shafiq Al-Deeb candidate agents were arrested. They are: Yousef Abdel Latif , Abdel Latif Mohamed, Ayman Ahmed Al-Sayed, Magdi Fathi Abou Hussein, Nasir Anas Al-Garieb, Ali Abdel Maqsoud, Assem Abdel Maqsoud, Mohamed Khalid Al-Deeb, Mohamed Al-Nabawi, Fathi Al-Bagdadi, and Salah Adl.

2. Violence and Bullying Continues
Violence and bullying acts still persist, according to EOHR observers For example, at Al-Mougazi School Sub-Committee, Belqas Constituency, Daqahlia quarrels took place between National Democratic Party (NDP) candidate Yousri Al-Mougazi's supporters and MB candidate Adel Younis Rashid's supporters, SF only watching. At Al-Shawami Village Sub-Committee, Belqas Constituency, Daqahlia a group of an MB candidate's supporters held NDP candidate's supporters voting in his favor. At Al-Sheik Shatta Elementary School, Damiiatta vehicles transported thugs who attacked voters. Clashes also took place between SF and voters at Salah Salim School Sub-Committee, Saft Al-Rizq, First Constituency, Sharqyah. Some were injured: Abdel Hamid Kamal Shalah, Lutfi Kamal Shalah, Mahmoud Thabit, and Khalid Osman. Clashes also took place at Basta Village Sub-committee, Talkha Constituency, and Dakahlia where SF released tear gas bombs. And at Sagret Al-Dour, Al-Thanwya Al-Haditha, and Al-Shahid Kalid Schools Sub-Committee, Talkha Constituency, Dakahlia NDP candidate's supporters and MB candidate's supporters clashed using sticks and empty bottles.

3. Erroneous Electoral Registers
According to EOHR observers, erroneous electoral registers at Khalaf Preparatory School Sub-Committee, Third Constituency, Damiatta were observed. For example,
(a) Tahani Ahmed Osman, electoral register number 10, was registered as Tahadi, instead of Tahani, Ahmed Osman;
(b) Omyma Abdou Abdel Fattah, 112, was found Amina Abdel Fattah;
(c) Zahira Mohamed Al-Raghi, 2, was found Thahira Mohamed Al-Rahgi; and
(d) Iman Zakaria Salam, 229, was found Iman Zakaria Abdel Salam.
And at Abou Talib Elementary School Sub-Committee, First Constituency, Kafr Al-Sheik electoral errors also existed. For example, a Souna Mohamed Hassan was found Samah Mohamed Hassan. At Aswan Downtown Sub-Committee, Aswan a

Zeinab Mohamed Hassan Mohamed, 153, did not even find her name. Other errors such as repeated names existed. For example, at some Sub-Committees of First Constituency, Mina Al-Qamh, Sharqya a Samira Hussein Mohamed spotted her name twice: first under serial number 832 and electoral register number 553 and secondly under 934 and 657 respectively. Another Samir Mohamed Moussa reported his name twice serial and electoral register numbers 165, 3317 and 184 and 3771 respectively. A third Samira Garib Mohamed reported two numbers: 29, 1756 and 103, 3136 respectively.

4. Late Opening of Balloting Stations

Sub-Committees 58 and 59 at Disouq School, Disouq Constituency, Kafr Al-Sheik and Sub-Committees 81 at Farag Saud and 181 at Burd Saad and Al-Zawahrya Schools, Husseinya Constituency, Al-Sharqya were opened late at midday.

5. EOHR Observers Denied Access Into Balloting Stations
At Al-Ashraf School and Al-Nagah Co-Ed Schools Sub-Committees, Disouq Constituency, Kafr Al-Sheik, Abou Talib Elementary School Sub-Committee, First Constituency, Kafr Al-Sheik, and Harya Razna Preparatory School Sub-Committee, First Constituency, Al-Sharqya EOHR observers were denied access.

6. Bribes
At Saud Sub-Committee, Al-Husseinya, First Constituency, Al-Sharqya MB candidate Mohamed Moussa Omar was seen distributing 10 Egyptian pounds over voters. The 10-pound note bore the statement "Elect Your Muslim Brother". And at Abou Oqr Sub-Committee, First Constituency, Northern Sinai an NDP candidate distributed money. Consequently, voters collided against one another.

7. Uninvited Proxy Vote
An EOHR observer at Sub-Committee Two at Abdel Hamid Radwan School, Dar Al-Salam Constituency, Souhag recorded Sub-Committee Head Ahmed Hassan Abdullah voting uninvitingly for voters in favor of Abdel Rihim Abdel Hamid Radwan, an NDP candidate (Guild).
