The Egyptian Organization for Human Rights welcomes the UN Human Rights Council's Resolution condemning the Israeli violations in Lebanon

The Egyptian Organization for Human Rights welcomes the Resolution adopted by the UN Human Rights Council on 11th August 2006, in which the Council strongly condemned the Israeli violations of human rights in Lebanon. The Council also decided to urgently establish and immediately dispatch a high-level inquiry commission to the region.

The resolution was adopted after a roll-call vote. The result of the vote was as follows: 27 "In favor" including Algeria, Argentina, Azerbaijan, Bahrain, Bangladesh, Brazil, China, Cuba, Ecuador, India, Indonesia, Jordan, Malaysia, Mali, Mauritius, Mexico, Morocco, Pakistan, Peru, Russian Federation, Saudi Arabia, Senegal, South Africa, Sri Lanka, Tunisia, Uruguay, and Zambia.

11 votes "Against" including Canada, Czech Republic, Finland, France, Germany, Japan, Netherlands, Poland, Romania, United Kingdom, and Ukraine. And 8 "Abstentions" including Cameroon, Gabon, Ghana, Guatemala, Nigeria, Philippines, Republic of Korea, and Switzerland.

The Resolution strongly condemned the grave Israeli violations of human rights and breaches of international humanitarian law in Lebanon, also condemned massive bombardments of Lebanese civilian populations, especially the massacres in Qana, Marwaheen, Al Duweir, Al Bayadah and other towns of Lebanon, and the displacement of one million civilians, and finally condemns the Israeli bombardment of vital civilian infrastructure.

The Council called upon Israel to abide immediately and scrupulously by its obligations under human rights law and international humanitarian law. The Council also called upon Israel to immediately stop military operations against the civilian population and civilian objects resulting in death and destruction and serious violations of human rights.

The Council also decides to urgently establish and immediately dispatch a high-level inquiry commission comprising eminent experts of human rights law and international humanitarian law to investigate the violations committed by the Israeli forces.
The main tasks of this commission will be:
(1) To investigate the systematic targeting and killings of civilians by Israel in Lebanon;

(2) To examine the types of weapons used by Israel and their conformity with the international law;

(3) To assess the extent and deadly impact of Israeli attacks on human life, property, critical infrastructure and the environment.

This Resolution synchronizes with the work of EOHR and other human rights organizations on the formation of an Arab Authority for suing Israeli war criminals, and also to prepare a file for the Israeli war crimes in Lebanon and Palestine.

EOHR and the Arab Organization Against Discrimination shall take the responsibility of inviting Arab, International NGO's, International Law professors, writers and intellectuals to move in order to form the authority.

this demand came to floor at the closure of the round-table discussion held by EOHR, entitled, "Legal tools for suing Israeli war criminals on their crimes in Lebanon and Palestine", which took place on Monday August 7th 2006.
