The EOHR's report on torture in Police Stations
and Detention Centers in Egypt

    This section includes the torture cases in police offices and stations and other detention centers
    First: Torture cases in police offices and stations:
    1- Ahmad Ahmad Abd El Reheem Azam:
    On 14/10/2001 , a representative from the State Security asked him to go to the Office of State Security in El Dokki - Gaber Ibn Hayan branch. There Ahmed met the Major/ Khaled Seif who asked Ahmed about the source of papers received from the institution of " El Tahreer El Azhary"which contains forged holly Quraan. Ahmed said that he received the paper from two students who photocopied them in a photocopying office in Shobra El Khema.On 11/10/2001 Ahmed presented the papers to El Sheikh " Helmi Mostafa " -the head/sheikh of the institution- in the presence of Mr. Magdi El Sawi , Mr. Mahmoud Hussein and Mr. Sabri - the Math teacher. Ahemd left the papers in El Sheikh office to inform El Azhar of the papers. At that time Mr. Mahmoud Hussein sent two students to photocopy the papers for him . The major/ Khaled Seif tortured Ahmed as he was beaten, tortured by electricity and hanged from behind while being asked about the source of the forged papers. The Major ignored the words of the above-mentioned confession of Ahmed and he tortured Ahmed for two days from 14/10/2001 till 16/10/2001.
    The medical report stated the following: Inability to move the left hand as well as wounds and bruises in this hand. Paralysis in the right hand. Steins in the neck and the back as a result of hanging. The aforementioned presented a complaint to El Doki prosecution no. 15016 of year 2001 El Doki Misdemeanors .

    2- Abd EL Aleem Sayed Abd Aleem:
    On 5/4/2001 at 10:00 p.m , the aforementioned was surprised when a police force of El Wasta arrested him because of a quarrel between two families in El Wasta. In the police station , the officer asked him about the incident but when Abd Aleem said that he knew nothing he was put in the station detention till 3:30 A.M , he was taken to a room in the fourth floor by a detective while his eyes were blindfolded. His hands and feet were bounded while an iron pile between his hands and feet and then he was tortured as follows: - His clothes were taken off and electricity was connected to his body - Cold water was poured on his thighs and arms while electricity was connected to his body for 45 minutes and he was insulted. On 6/4/2001 he was set free by the prosecution on a bail of 500 L.E. However he was unable to pay the bail so he was presented to the judge of challenges where he was set free on a bail of 51 L.E and he was sent to the forensic department according Abd El Aleem testimony.

    3- El Sadaat Mohamed Abd El Aziz
    On 28/6/2001 the aforementioned was assaulted by the police force of Balaqs led by the major/ Akram Alaam- the head of the investigation office. The assault was because of a dispute between the aforementioned and one of his uncles on the heritage of his mother. The aforementioned has been beaten by the officer Akram Alaam and some detectives. According to the medical report, the beatings resulted in: Bruises in the forehead and abrasion below the left eye. Abrasion in the left arm and in the left elbow. Abrasion in the right arm as well as in the abdomen and in the left thigh. The aforementioned complaint to the General Attorney against the officer Akram Alaam and his assistants ( Complaint no. 8714 of year 2001)

    4- The family of Atef Mahmoud Agamy:
    On 25/5/2001 at 3:15 P.M , a police force led by the officer/ Baha' El Tahawi and his assistant - Captian/ Yasser El Shenawi, broke into the house . They asked about Mrs. Maha Mahmoud Agamy and took her in their car. After that the officer / Yasser El Shenawi and his assistants assaults the rest of the family's members as they assaulted a 71- years old woman and pushed her so she felt on the floor unconscious. Then they ordered Atef to take off all his clothes even the underwear and was beaten when he tried to interfere to save his family from the assault. They also cut the clothes of the women, pulled them out of the house and put them in a microbus that was waiting for them. Then they were taken to Helwan police station. The people who were arrested were: Mr. Aef Mahmoud Agamy - Mrs. Maha Mahmoud - Mrs. Sabah Ibrahim -Mr, Waleed Adel Mahmoud

    5. Shabaan Ahmed Rawi:
    The aforementioned is suffering from a mental disease as he had been treated in El Khanka hospital for mental diseases. On 10/9/2001, he was arrested in El Kanater El Khayreia in a Quasi-theft in case no.38860 of year 2001- El Kanater Misdemeanors. The public prosecutor detained him for 4 days pending investigation then his detention was renewed for 15 days. On the session of 29/9/2001, the court delayed the hearings of the case to 13/10/2001 and so the aforementioned detention was renewed. The brother of the defendant claimed that while he visited Shabaan on 23/9/2001 in El Kanater police station, he observed marks of beatings by a whip on the back of his brother as well as abrasion in his back and chest. In addition to a fracture in his front teeth.Shabaan told his brother that he was tortured by the members of the police station force. - In this regard, EOHR presented a complaint no.176 to the competent authority on 11/10/2001.

    6- Ibrahim Salem Salem:
    On 9/7/2001, a police force of Nasr City station broke into the house of the aforementioned at a late hour. They inspected the house and threatened his wife and children of accusing them of a fabricated crime if Ibrahim did not stop to write complaints. It is worth mentioning that aforementioned was oppressed by the officer of Nasr City Police Station 2 after he presented a complaint to the minister of interiors regarding his ill treatment in Nasr City Police Station 2. The officers accused his son Mohamed of a fabricated charges and he is now detained in a drug charge. The breaking into the house of the aforementioned was repeated many times and he was ordered by the head of the investigation office , officer Hazem El Derby to leave his house and move to another house in tow months. The aforementioned presented a complaint no. 1893 of year 2001 to Nasr City prosecution . EOHR presented a complaint no.143 to the competent authority on 12/9/2001.

    7- Hosney Abdel Sabour Hassan:
    On 20/4/2001, while the aforementioned was in the zoo in Giza, two women quarreled but when he interfered, the security guards assaulted him to get him away. Then a an argument started between Hosney who works in the newspaper" Education news" and between a security officer. Thus the major Abdel Wahaab , the security officer Hussein Goda Mahamed and the security officer Reda El Agwani beaten him andthat resulted in : A cut wound in the scalp . A cut wound in the left arm which is 10 cm. As well as a contusion in the muscles and the venae of his left hand fingers. Abrasion in the left leg and a bruise below the knee. Abrasions in the left hand, neck and back. This occurrence was reported to the zoo police station (report no.10818 of year 2001) EOHR presented complaints no. 172 to the competent authority on 11/10/2001.

    8- Mohsen Abd EL Aziz Awad:
    On 22/4/2001 , Mohsen Abd El Aziz Awaad was arrested from house - which is in Abou Nomros - El Nokta El Kadema Road- by the police force of Abo Nomros. He was detained in Abo Nomros Police Station for two days. On 24/4/2001, the aforementioned was presented before Giza Prosecution where he was accused of having weapon without a license in case no. 1588 of year 2001 - Administrative Giza station. The prosecutor investigated him and the aforementioned said that he was tortured by the investigation officers in Abou Nomros police station and so the prosecutor write that in the report and referred him to the forensic department. However, when the aforementioned went to BOU Niomrous police Station , he was threatened to be detained to accused of fabricated crimes if he did relinquish the complaint of his torture. Thus , the aforementioned relinquish the complaint but he was tortured again as follows: He was hanged for a long time. Electricity was connected to some parts of his body. He was beaten by sticks and hands on different parts of his body. EOHR sent a complaint no.72 to the competent authority on 14/5/2001.

    9- Mahmoud Ibrahim Ahmed Abd El Gawaad:
    On 11/8/2001 at 5:00 P.M when the aforementioned was getting out of Abou Zeen mosque with other people, a police force from " Bab Shark Police Station" led by the officer Hani El Ghanam and his assistant stopped Mahmoud and they inspected him and ordered him to take off all his clothes but when he refused to do so , they beaten him and take off his belt to bind his hands from the behind. His clothes were taken off except the underwear and he was ordered to walk for 2 Km. Then he was taken to Bab Shark Police Station and detained for three days without being presented to any judicial body. On 13/8/2001 he was set free as the aforementioned said. A report no. 657/2001 was written on 14/8/2001 in Bab Shark prosecution and so the aforementioned was transferred to the forensic department to be examined. EOHR presented a complaint no. 154 to the competent authorities on 20/9/2001. ***** Second: Torture cases in detention centers in the State Security and general prisons. 1- Torture cases of some defendant in ( El Wa'd case no. 24 of year 2001) The first session of the Supreme military court in Cairo, regarding case no.24 of year 2001(Military Misdemeanors), was on 3/12/2001. The military prosecution referred this case on 14/11/2001 to the military court. This case is known as " El Wa'd" case, in which 94 persons were accused. Seven defendants are tried in absentia because they fled. The military prosecution accused the defendants of the following accusations: Establishing and managing illegal group whose aim is to suspend the constitution and the laws as well as preventing the governmental institutions and the public authorities from practicing their duties. In addition to violating the personal freedom of the citizens and other freedoms and public rights guaranteed by the constitution and law as well as breaking the national unity and the social peace. Furthermore, terrorism was one of the methods used by this group to achieve their goals. Having weapons, ammunitions and bombs without having permission, which are used in activities against the security and public system. 1- Magdy Hassan Edrees Mohamed: He said in his testimony before the prosecution that he subjected to torture during his detention in the state security as follows: His hands and legs were bounded by an iron handcuffs. He was blindfolded. He was beaten by hands on different parts of his body. Electricity was connected to different parts of his body. Torture resulted in: Dislocation and steins in the left shoulders. Fracture of jaws as a result of beatings by hands. Abrasion and wounds in one of his hands, thigh as a result of beatings and the connection to electricity.

    2- Nashaat Ahmed Mohamed:
    He said in his testimony before the prosecution that he was tortured in different parts of his body especially on his genital organs for 5 hours. His hands was bounded in his back by an iron handcuffs and his legs were bounded as well. He was hanged on the edge of the iron door by a cover in which there was a hole and was connected to electricity.

    3- Mohamed Saleh Mahmoud Mahmoud:
    He said in his testimony before the prosecution that he was subjected to torture during his detention in State Security Investigations on 3/5/2001 and for one month as follows: Electricity was connected to his genital organ and to different parts of the body. He was beaten by hands and sticks on different parts of his body. His hands were bounded and his eyes were blindfolded.

    4- Khaled Mahmoud Ahmed Fathi:
    He said in his testimony before the prosecution that he was tortured during his detention in the State Security Investigation as follows: Electricity was connected to his genital organs, his abdomen, his legs and his ears . He was beaten on his eyes. He was hanged on the door. His hands were bounded by a cloth. 5- Hisham Mahmoud Mohamed Diab: He said in his testimony before the prosecution that he was tortured during his detention in the State Security Investigation on 16/6/2001as follows: He was assaulted and beaten by hands by a thick stick on his back. His hands were bounded in his back and his eyes were blindfolded.

    6- Mohamed Lotfy Ali Ali El Adel:
    He said in his testimony before the prosecution that he was tortured during his detention in the State Security Investigation on 10/5/2001 for discontinuous ten days as follows: A solid thing was entered to his Anus. Unknown electricity sources was connected to his genital organ. He was beaten by hands and legs and his hands were bounded.

    7- Ahmed Mostafa Abd El Megeed
    He said in his testimony before the prosecution that he was tortured during his detention in the State Security Investigation as follows: He was beaten by a wooden stick on his left and right legs. Electricity was connected to his legs and on his genital organ.

    8- Hazem Mohamed Ali Ibrahim:
    He said in his testimony before the prosecution that he was tortured during his detention in the State Security Investigation in the period between 9/5/2001-9/6/2001 as follows: He was beaten by hands on different parts of his body His hands and feet were bounded by a handcuffs. He was hanged by a stick bounded to his leg ( Falaka) for a long time. Electricity was connected to his genital organ.

    9- Waleed Seef Abd EL Rahman Mohmad:
    He said in his testimony before the prosecution that he was tortured during his detention in the State Security Investigation in the period between 11/5/2001- 17/5/2001 as follows: His hands and feet were bounded by an iron handcuffs and his eyes were blindfolded. Electricity was connected to sensitive parts of his body as well as to his head. Cigarettes were used to burn different parts of his body.

    10- Hisham El Sayed Mohamed Metwaly:
    He said in his testimony before the prosecution that he was tortured during his detention in the State Security Investigation as follows: Electricity was connected to sensitive parts of his body. He was beaten by hands and sticks on his different parts of his body. His hands and feet were bounded and his eyes were blindfolded.

    11- Ahmed Hussein Abd Aal:
    He said in his testimony before the prosecution that he was tortured during his detention in the State Security Investigation in the period between 19/4/2001-7/5/2001as follows: His hands and feet were bounded and his eyes were blindfolded. He was beaten by hands and feet on different parts of his body. Electricity was connected to his genital organs and head.

    12- Islam Mahamed El Takrony Goma':
    He said in his testimony before the prosecution that he was tortured during his detention in the State Security Investigation on 21/5/2001as follows: His hands and feet were bounded and his eyes were blindfolded. He was beaten by hands and feet on different parts of his body. He was hanged on the door for a long time.

    13- Waeel Fekri Yousef Kenawi:
    He said in his testimony before the prosecution that he was tortured during his detention in the State Security Investigation in the last week of May 2001 by tough rope. Electricity was connected to sensitive parts and different parts of his body. He was beaten by hands and feet on different parts of his body.

    14- Sabri Mohamed Mostafa Darweesh:
    He said in his testimony before the prosecution that he was tortured during his detention in the State Security Investigation in the period between 2/5/2001- 1/9/2001 as follows: His hands and feet were bounded and his eyes were blindfolded. He was hanged from his arms for a long time and which resulted in pains in his shoulders. Electricity was connected to sensitive parts of his body, which resulted in burns marks in his feet, arms and different parts of his body.

    15- Ayman Sayed Ibrahim El Mansi:
    He said in his testimony before the prosecution that he was tortured during his detention in the State Security Investigation on 10/5/2001 and for the following days as follows: His feet were bounded and his eyes were blindfolded. He was beaten by hands and thick sticks on different parts of his body. Electricity was connected to sensitive parts of his body

    16- Abou Seree Samir Ibrahim Mohamed:
    He said in his testimony before the prosecution that he was tortured during his detention in the State Security Investigation on 10/5/2001 and for the following days as follows: His hands and feet were bounded and his eyes were blindfolded. He was beaten by hands and thick sticks on different parts of his body. Electricity was connected to genital organs.

    17- Ahmed El Sayed Goma' Elewa:
    He said in his testimony before the prosecution that he was tortured during his detention in the State Security Investigation in the period between 17/5/2001 and for two months as follows: His hands and feet were bounded and he was blindfolded. He was beaten by hands and sticks on his head and feet. He was hanged on the door for a long time from his hand. Electricity was passed into sensitive parts of his body. 18- Sami Farouk El Sayed Abo El Enein: He said in his testimony before the prosecution that he was tortured during his detention in the State Security Investigation on 24/5/2001 and for two week as follows: His hands and feet were tied by a Plastic rope and he was blindfolded. He was hanged on the door for a long time which resulted in injuries in the right wrist and pains in shoulder joints.

    19- Mohey El Sayed Shehata:
    He said in his testimony before the prosecution that he was tortured during his detention in the State Security Investigation in the period between 21/5/2001 till 8/7/2001 as follows: His hands and feet were tied and he was blindfolded. He was beaten by hands on different parts of his body. Electricity passed into different parts of his body.

    20- Ashraf Ahmed Mokhtar Ibrahim:
    He said in his testimony before the prosecution that he was tortured during his detention in the State Security Investigation as follows: cigarette lighter was directed to his feet three times in one minute. The forensic medicine's report issued on 21/7/2001 that said that the remains of the torture can not be determined because they were healed by time so they can not write a report on him.

    21- Hassan Mahmoud Ali EL Sayed:
    He said in his testimony before the prosecution that he was tortured during his detention in the State Security Investigation in the period between 20/5/2001-3/7/2001 as follows: His hands and feet were tied and he was blindfolded. He was beaten by hands on different parts of his body. Electricity passed into his genital organs.

    22- Abd El Baset Zaki Ibrahim Mohamd:
    He said in his testimony before the prosecution that he was tortured during his detention in the State Security Investigation as follows: Electricity passed in all parts of his body. He was beaten by hands on different parts of his body. His hands and feet were tied by iron handcuffs and he was blindfolded. He was hanged on the door for a long time.

    23- Mostafa Abd EL Khalek Ahmed El Atar: He said in his testimony before the prosecution that he was tortured during his detention in the State Security Investigation on 20/5/2001 for one week as follows: His hands and feet were tied and he was blindfolded. He was beaten by hands on different parts of his body He was hanged on the door for a long time. Electricity passed into his genital organs and other parts of his body.

    24- Abd El Aziz Arabi Abd El Aziz Ahmed:
    He said in his testimony before the prosecution that he was tortured during his detention in the State Security Investigation on 5/6/2001 for one week as follows: His hands and feet were tied and he was blindfolded. Electricity passed into his genital organs and other parts of his body. He was beaten by hands on different parts of his body

    He said in his testimony before the prosecution that he was tortured during his detention in the State Security Investigation as follows: His hands and feet were tied and he was blindfolded. He was beaten by a wooden stick on different parts of his body Electricity passed into his genital organs and other parts of his body.

    26- Mohamed Hesham Seif El Deen:
    He said in his testimony before the prosecution that he was tortured during his detention in the State Security Investigation as follows: His hands and feet were tied by an iron handcuffs. He was blindfolded by a cloth. Electricity passed into different parts of his body.

    He said in his testimony before the prosecution that he was tortured during his detention in the State Security Investigation as follows: His hands and feet were tied by an iron handcuffs. He was blindfolded by a cloth. Electricity passed into his genital organs.

    28- Omr Hagef Mahdi:
    He said in his testimony before the prosecution that he was tortured during his detention in the State Security Investigation as follows: His hands and feet were tied by an iron handcuffs. He was blindfolded by a cloth. Electricity passed into his sensitive organs.
