" Victims without rights "
The EOHR's report on torture in Police Stations
and Detention Centers in Egypt

    On 18/04/99 the Military Supreme Court of Cairo issued its verdict regarding the Military Felonies Case # 8/1998 - "The Returnee from Albania." The case involved (107) suspects; the verdict included the execution of 9 suspects, 11 sentenced to life imprisonment with hard labor, 18 sentenced to 15 years with hard labor, 19 sentenced to 10 years, 12 sentenced to 7 years, 7 sentenced to 5 years, 8 sentenced to 3 years, 3 sentenced to 1 year, and 20 were ordered to be released. The military prosecution charged the defendants with the following: First: Affiliating to an illegal group whose aim is to suspend the constitution and law as well as preventing the public authority from practicing their duties.

    Second: Participating in committing intentional murder. Having weapons , ammunitions and bombs, forging official documents and planning for assassinating public figures and bombing buildings. The hearings started on 1/2/1999 and lasted for 68 days. It took 19 sessions to issue the verdict, which are 11 sessions for hearing the defense , 4 sessions for hearing the witnesses, three for hearing the verdict. On 18/3/1999 , a session was held to schedule the date to the verdict hearing and so the verdict was supposed to be issued on 10/4/199 but the session was postponed till 18/4/1999.
    EOHR sent a representative to observe the sessions.
    22 defendants were subjected to torture by the State Security Officers and that was documents in the State Security Prosecution reports as well as the documents presented to the court by the defendants' defenses. 1. Said El Sayed Salama Khalid :
    He said in his testimony before the State Security Prosecution that he was tortured in the period between 5/4/1998 and 30/5/1998 in Lasoghly State Security Prosecution as follows:
    - Electricity was connected to in his sensitive parts in his body
    - His hands were tied. He was laid and his legs were also tied, a chair was on his breast and hand The prosecution referred him to the forensic department to write a report on his case.

    2. Gad Abo Sriee El Kassass :
    He said in his testimony before the State Security Prosecution that he was tortured on 12/8/1998 in Lasoghly State Security Prosecution as follows: - Electricity was connected to all his body.
    - He was beaten in his face and in his right ear, so he becomes deaf now. The prosecution referred him to the forensic department to write a report on his case.

    3. Mamdouh Ali Mohamed Ziada :
    He said in his testimony before the State Security Prosecution that he was tortured on 7/8/1998 in Lasoghly State Security Prosecution as he was beaten by hands on his ears and faces. The prosecution referred him to the forensic department to write a report on his case.

    4. Hassan Ahmed Mohamed Hassan:
    He said in his testimony before the State Security Prosecution that he was tortured after ten days of his arrest on 25/7/1998 as follows: He was beaten by hands and wooden sticks. The prosecution observed that there is a bruise in his right shoulder and so he was referred to the forensic department to write a report on his case.

    5. Abdel Gaffar Mohamed Abdel Kader Farahat :
    He said in his testimony before the State Security Prosecution that he was tortured on 9/8/1998 as follows:
    - The electricity passed into his legs and was beaten in his stomach.
    - He was beaten by hands on his abdomen and back There was a burn in his right and left legs.

    6. Mahmoud El Sayed Ali El Akabawy :
    He said in his testimony that he was tortured by the State Security Investigation on 7/8/1998 - 16/9/1998 as follows: - He was beaten in his legs and the electricity passed to a sensitive parts of his body.
    - The prosecution asserted that their was some bruises and abrasions in his right and left legs. The prosecution referred him to the forensic department to write a report on his case.

    7. Abdel Haq Ahmed Fouad :
    He said in his testimony that he was tortured by the State Security Investigation on 12/8/1998 as follows:
    - He was beaten by hands and sticks on different parts of his body. - Electricity was passed into sensitive and different parts of his body. - The prosecution asserted that there was a trace of a wound below the left knee. The prosecution referred him to the forensic department to write a report on his case.

    8. Mohamed Hussein Mohamed :
    He said in his testimony that he was tortured by the State Security Investigation on 20/7/1998 as follows: - Electricity passed into all parts of his body. - He was hanged on the door for a long time from his hands which were bounded on his back - He was beaten by hands on different parts of his body. The prosecution referred him to the forensic department to write a report on his case.

    9. Amr Hussein Ewees:
    He said in his testimony that he was tortured by the State Security Investigation as follows: - Electricity passed into all parts of his body. - He was beaten by hands and sticks on different parts of his body. He said also that he was tortured for a long time. The prosecution referred him to the forensic department to write a report on his case.

    10. Ahmed Abd El Rahman Ahmed Bayomi:
    He said that he was tortured by the State Security Investigation- El Zagazeg branch, during 1997 as follows: - Electricity passed into all parts of his body. - He was beaten by hands on different parts of his body. - The prosecution asserted that there were traces of burns on his testis. The prosecution referred him to the forensic department to write a report on his case.

    11. Asharaf Ali Ismail :
    He said in his testimony that he was tortured by the State Security Investigation as follows: - Electricity passed into all parts of his body. - He was beaten by hands on different parts of his body. - He was hanged on the door. The prosecution asserted that there was a trace of a dark color on his right elbow , his left wrist and his left knee as a result of being hanged and connected to electricity. The prosecution referred him to the forensic department to write a report on his case.

    12. Abdallah Allam Hashiem :
    He said in his testimony that he was tortured by the State Security Investigation on 8/8/1998 as follows: - He was beaten by hands on different parts of his body. - Electricity passed into all parts of his body The prosecution referred him to the forensic department to write a report on his case.

    He said in his testimony that he was tortured by the State Security Investigation on 11/8/1998 as follows: - He was beaten - Electricity passed into his sensitive parts of his body The prosecution referred him to the forensic department to write a report on his case.

    14. Abd El Ghafor Mohamed Abd El Qader:
    He said in his testimony that he was tortured by the State Security Investigation on 9/8/1998 as follows: - Electricity passed into all parts of his body ( Legs). - He was beaten by hands on his abdomen , back and different parts of his body - Hydrolic Acid was poured on his body. The prosecution observed during interrogation that there was a trace of burns on the defendant right and left legs. The prosecution referred him to the forensic department to write a report on his case.

    15. Sharaf Ali Ismail Ali El Basel :
    He said in his testimony before the State Security Prosecution that he was tortured in the State Security Prosecution as follows: - His hands and feet were tied by iron handcuffs and he was blindfolded. - He was beaten by hands and wooden sticks on different parts of his body - He was hanged on the door. - Electricity was connected to different parts of his body and to his genital organs.. The prosecution referred him to the forensic department to write a report on his case.

    He said in his testimony before the State Security Prosecution that he was tortured in the State Security Prosecution as follows: - His hands and feet were tied and he was blindfolded. - He was beaten by hands and sticks on different parts of his body The prosecution referred him to the forensic department to write a report on his case

    17. Ibrahim Abd Bade'e Hassan Imam:
    He said in his testimony before the State Security Prosecution that he was tortured in the State Security Prosecution as follows: - His hands and feet were tied and he was blindfolded. - Electricity was connected to different parts of his body - He was beaten by sticks on different parts of his body which resulted in fracture in his left wrist and a wound cut in his scalp. - He was beaten by hands, which resulted in a hole in his left ear and some abrasions in different parts of his body. The prosecution referred him to the forensic department to write a report on his case.

    He said in his testimony before the State Security Prosecution that he was tortured in the State Security Prosecution as follows: - Electricity was connected to different parts of his body - He was beaten by hands and sticks in different parts of his body. - His hands and feet were tied and he was blindfolded.

    19. Shawki Salama Mustafa :
    He said in his testimony before the State Security Prosecution that he was detained for 65 days, the water covered his knee and he was tortured as follows: - His legs were tied and he was dragged on his face. - He was tortured also in the State Security Investigation as he was tied, his legs and hands was suspended and they passing electricity to his male organ and castrates and they even threatened of sexually abusing him. The information obtained during the investigation was extracted under torture.

    20. Ahmed Ibrahim El Sayed El Nagar :
    He said in his testimony before the State Security Prosecution that he was detained in an unknown place for 35 days-as he stated to the EOHR lawyers. During this period he was blindfolded, and was lodging for 24 hours in a room covered with water to reach his knee and then he was moved to State Security Investigation and he was tortured as follows: - His legs and his hands were tied behind his back. He was forced to lie on a sponge mattress and a chair was put on his chest and another between his leg . Electricity was passed to his body and he was forced to make confessions during torture.

    21. Essam Abdel Tawab Abdel Aleim :
    He said in his testimony before the State Security Prosecution that he was tortured in the State Security Prosecution as follows: - He was beaten by hands and legs. - He was assaulted by a sharp tool which resulted in a wound cut by the right hands. - His hands and feet were tied and he was hanged. - Electricity was connected to sensitive parts in his body

    22. Hussein Abd EL Fatah Abo Seree':
    He said in his testimony before the State Security Prosecution that he was tortured in the State Security Prosecution as follows:
    -He was beaten by hands and legs on his face and back and different parts of his body.
    -Electricity was connected to his genital organ , thighs and different parts of his body.
    -His hands and feet were tied by an iron handcuffs
