Cairo: 29 March 2003
Introduction
Part one
Part two
Part three
In Defense of the Right for Peaceful
Demonstration
A Report by the Egyptian Organization
for Human Rights
On Police Transgressions on the Right
to Demonstrate
Against the War
Recommendations
The
Egyptian Organization for Human Rights calls on Egyptian authorities
to immediately release all those detained and to close all their
files. It also calls for the following:
v
To investigate immediately the policemen
who beat demonstrators to comport with the International Convention
for Combating Torture, a document ratified by the Egyptian
government. The Agreement says in relevant part that:
"Each
signing country guarantees immediate and just investigation when
discovering reasonable evidence that confirms that an act of torture
took place in any of the areas under its judicial leadership.”
v
To eliminate assembly law number 10 of
1914 and to substitute it with one regulating the right to demonstrate
according to international and constitutional law. Under these
circumstances the Ministry of Interior would be informed of all the
necessary information concerning the demonstration such as where and
when the meeting will be, and where it may move to so as not to
disturb traffic.
v
To eliminate all restrictions put on the
right to establish organizations, parties and syndicates.
Again the Egyptian Organization for Human Rights renews its call for
abolishing the "Emergency Law" which negatively effects many rights
and freedoms (both public and private) such as the right to peacefully
assemble.
